Evergreen Soaring Board of Directors Meeting 2/3/2010

Officer reports

·         President – Gary Paulin

o   Reconstituting the glider committee and reviewing the last club glider survey.

o   Tony Wiederkehr wants to lease his two place Grob. New instruments and CG hook are being installed. A new lease has been requested. Evergreen will need to carry full hull insurance. Cost options: $10.00 per flight or Evergreen pays for all maintenance.

·         President Elect – Brian Hood

o   FAA issues – Comprehensive report on proposed alternatives posted to website. Attended two airport commissioner meetings. Next meeting at AWO will include FAA. FAA is currently involved in internal meetings considering options to keep gliders on the east side of runway.

·         Secretary – Doug Service

o   Marty Gibbins motioned to accept minutes from January meeting. Brian Hood seconded and the motioned carried.

·         Equipment Director – Tony Puglisi

o   All trailer registrations will be sent to Tony Puglisi.

o   Finished new assembly manuals for Apis and 1-34

o   Captital budget – How much is it?

o   The L-23s annuals were completed.  Both ships required a rebuild of the bushings in the foot pedals and a rebuild of the tail wheel assembly.  265 needed to have the canopy rebuilt.

o   The 1-34 annual was completed.  The wing roots were repainted.

·         Operations Director – Hans Sendelbach

o   Absent.

·         Treasurer – Marty Gibbins

o   Handed out Income and Expense report for January 2010.

o   Tony motioned to dismiss charges for Kreg Philpott during time he has not flown. The motion was seconded and carried.

o   Will review Eric Horton’s outstanding fees.

o   Will provide number of monthly tows in report.

o   Will provide fixed costs for tow planes with summary.

o   Will make a proposal for capital budget.

·         Chief Flight Instructor – Stan Kasprzyk

o   Absent

·         Chief Tow Pilot – Howard Glover

o   30Y is missing.

Old Business

·         Tow for hire – Mark Nyberg listed all of the situations under which a commercial pilot is required.
Doug Service made a motion that we pay the $465 dollars to renew the commercial clause on the insurance policy. Tony seconded and the motion carried.
Doug Service made a motion that all Northwest Eagle Soaring tows be made with a commercial pilot and Northwest Eagle Soaring is responsible for insuring the tow pilot has a commercial rating. Tony seconded and the motion carried.
Brian moved that individuals who are not members of a club covered by SSA group policy not be towed. Gary seconded and the motion carried.
Mark said that when an Evergreen student fills out the tow card and pays Northwest Eagle Soaring for the instruction, it is not a commercial tow in Costello’s interpretation.
The board of directors vigorously encourages all Evergreen tow pilots to complete a commercial rating.

New Business

·         SSA FAST rides are commercial tows. Gary talked to Costello at the SSA conference and they discourage creating short term members. Tony moved that John take responsibility for the FAST program. No second. Brian moved that we purchase no more FAST program packets. Tony seconded and the motion carried. John Gilbert will administer the remaining packets.

·         SGC soaring expo is on 3/20 - 3/21. Brian moved that ES make available gliders for the Museum of Flight Soaring Expo. Gary seconded the motion and the motion carried. Doug Service will organize the ES participation.

·         Student syllabus – John will work with Stan to send out mass email to notify students to begin using the syllabus.

·         A tow plane manager is needed. Tony will contact Pierre about becoming tow plane manager

·         John Gilbert will update the no fly list as needed on the website.

·         Mark will work with Hans to complete the proposal for a trip to Port Angeles and submit the proposal to the board.

·         Fred brought up the recent FAA changes to 14 CFR. John will post the changes on the website.

·         Brian moved that the meeting be adjourned. Tony seconded and the motion carried.
